Blair received minimal work during previous modernization efforts in the school district, so major work is needed. The previous "C" building was torn down as part of Measure Y funded improvements, and the replacement "C" building was successfully built under Measure TT.

Measure TT is overseen by a Citizens Oversight Committee (with additional community representatives needed to fill vacant positions). Overseeing the process at PUSD is the school board's Facilities subcommittee and Facilities Chief Mr. Nelson Cayabyab.
