Scott Phelps, Vice President

Scott Phelps has been a member of the Pasadena Unified School District Board of Education since 2005.  Phelps extensive background as an educator includes wide-ranging experience as an instructor, program administrator and policymaker.
Currently, Phelps is adjunct faculty at California State University at Los Angeles, College of Education, where he serves as an instructor for the Division of Applied and Advanced Studies, teaching Statistics in Education, Evaluation of Educational Research and Data Assessment and Program Evaluation. 

Phelps also serves as a University Supervisor for student teachers and interns in the science credential program for Secondary Education at California State University at Northridge.  He has been a faculty advisor to teacher interns at Claremont Graduate University and a coach for science teachers at Mount Saint Mary’s College.


Phelps has been a curriculum developer, researcher, master teacher, and Teacher Institute director for the Cal Tech Pre-college Science Initiative, since 1994.  He is co-author of a winning paper for the National Association for Research in Science Teaching’s 2007 Journal of Research in Science Teaching award. 

As a teacher at John Muir High School, Phelps taught Physics, Chemistry and other sciences and math, served as California Partnership Academy Lead Teacher and Integrated Curriculum Mentor, and participated on the Staff Development Committee, Site-Based Decision-Making Team and WASC Focus Group. Phelps earned the American Association of Physics Teachers Innovative Teaching Grant Award, the Pasadena Educational Foundation Grant Award, Michael Jordan Fundamentals Grant Award, and Pasadena Rotary Teachers of Excellence Award.

Phelps has been a member of the Board of Trustees for Public Works, Inc. since June 2004.  At Learning Works Charter School, Phelps is a teacher and lab instructor in Chemistry and Biology, a member of the evaluation staff, tutors for an intervention program, and supports the California Math-Science Partnership program and various other projects.

Phelps has a Master of Science in Geophysics from the California Institute of Technology, Pasadena, California and a Bachelor of Science in Geophysics from the New Mexico Institute of Mining and Technology, Socorro, New Mexico. He is currently pursuing a Ph.D. at the University of California at Los Angeles, Graduate School of Education and Information Studies. Phelps has a physical science teaching credential from California State University at Los Angeles. Phelps graduated from Rio Mesa High School in Oxnard, California, where he was valedictorian, received a Society of Petroleum Engineers Scholarship and played golf and basketball.
